I have been using Parson's programming, Family Lawyer, Quickverse library and versions of the bible, but I now have 64bit operating systems and the CD will not work on the 64bit operating system. Is there a download for it to work on this system?

No, there is no download available for 64bit operating systems. You will have to use a virtual machine to install a 32bit Windows XP. This can be done through VirtualBox, but the computer needs to support Virtualization as well.
I currently have NLT with footnotes in Windows XP. I'm looking for NIV with Footnotes for Windows 8.1. I copy and increase font size for some visually impaired students.

I have tried finding a reliable source for this application, but there isn't one. There are news regarding a newer version of the software, but no official website could be provided. If you still have the contact info or website from where you acquired the application, then you can use it to obtain details about the newer version. In case you don't have it, use the version you already have and install it on Windows 8.1. Make sure you run the software in compatibility mode. Right click the file and choose Properties > Compatibility. Choose Windows XP from the drop down menu and launch the software as Administrator and it should work this way.

It seems that the product mentioned isn't developed to run on your operating system. However, Windows 8 have implemented compatibility features that you can use to make the dictionary run on a newer OS. To do this, swipe from the right side of the screen to enter the Start menu and in the search bar type compatibility troubleshooter. This utility will help install and run older programs like QuickVerse Life Application Bible, on newer computers.
You can try to install it using the Compatibility Mode. Right-click on the installation package, select Properties and go to Compatibility tab. Check the Run this program in the compatibility mode for box and select a compatible operating system from the drop-down list. Click Apply and then OK. After that, right-click again on the installer and select Run as Administrator option.
